The Plymouth Assessment Framework (PAF) has been written to help staff provide the right help at the right time for children and young people living in the city. It describes the different levels of need children may have and the service response required to meet those needs, ranging from universal support, early help, targeted early help through to child protection. The PAF is supported by a Threshold Guidance which provides a range of indicators relevant to each level of need. The indicators take into account the child’s development needs, parenting capacity and family and environmental factors. It is a multi-agency document developed in partnership with both statutory and voluntary sector agencies. It therefore supports staff to work together to understand what life is like for a child and keeps their needs central to everything we do.
